Just for context, he ought to have about 48K soldiers and 4K tanks, 105 planes, possibly 48 Navy. Defcon 1 would help, too. If only a spy hadn't changed that... can't do much about the nuclear stockpile, other than spying away 1 or 2 per turn, but given his tech level I would actually prefer him to launch those than the guy who currently does--damage from one increases according to the tech level of the sender.
